NAFSA Association of International Educators released a report urging for a reform in US immigration and visa policy regarding international students and migrant workers.
The report titled “A Visa and Immigration Policy for the Brain-Circulation Era: Adjusting to What Happened in the World While We Were Making Other Plans” makes recommendations in the following areas:
- Visa Reform –
- Revising the policy on interviews for visa applicants;
- Expediting reviews for low-risk travelers;
- Reforming the security clearance process for visiting scientists
- Comprehensive Immigration Reform –
- Revisiting employment-based immigration;
- Attracting international students;

2009年12月14日、アメリカ政府は、非移民ビザの申請手数料の値上げの概要を発表した。また、この中では、異なるビザごとに異なる申請手数料を規定することが述べられている。
アメリカ政府は、値上げを非移民ビザの申請を処理するためにかかるコストの増加に見合っただけの手数料を得るためのものだと説明している。これは、パスポートに添付される非移民ビザに適用される。現在、日本人であれば、アメリカに入国するために、他の国の人々と同様１３１ドル（約１１，７５０円）を支払っている。ただし、これで確実にビザが取れるという保証はない。
今回の、手数料の体系の変更は、他の非移民ビザと比較した場合に、審査方法がより複雑で発給するまでに時間やかなりの検討が必要になる非移民ビザに関して、非常に高いコストに見合った料金を得ることを主としたものである。アメリカ法は、政府に対して申請手数料を値上げする形で非移民ビザの審査過程でかかる費用の回収をするように求めている。何故なら、現在の審査方法とセキュリティシステム費用の高騰とでは、２００８年１月に設定された料金では低すぎるからである。
現在提案されている概要では、B１（商用）、B２（観光）ビザ、全てのF１（学生）ビザ、J１（交流訪問）ビザは、１４０ドル（約１２，５５０円）とされている。
Ｈ（一時就労）、Ｌ（企業内転勤者）、Ｏ（卓越能力者）、Ｐ（スポーツ、芸能人）、Ｑ（国際文化交流訪問者）、Ｒ（宗教活動家）ビザは、150ドル（約13,450円）になる予定である。
Ｋ（婚約者）ビザは、３５０ドル（約３１，３８０円）、Ｅ（貿易駐在員）ビザは、３９０ドル（約３５，０００円）になる予定である。
政府は、民意を検討した上で最終的な規則が出来上がるまでは、現行の価格で申請料金を徴収する。最終的な結論が出次第、申請者は、新規申請料金を支払わなくてはならない。
On December 14, 2009, the Department of State published a proposed rule to increase the nonimmigrant visa application processing fees. The proposed rule also establishes a tiered structure with separate fees for different visa categories. The Department is proposing the increase to cover the increasing cost of processing nonimmigrant visas. This increase applies to nonimmigrant visas placed in passports. Japan nationals seeking to enter the US now pay the US$131 (~¥11,750) application fee like all other applicants around the world, with no guarantees of actually getting the visas.
Democratic congressional lawmakers introduced a comprehensive bill Tuesday that, among other provisions, would offer a path to legalization for the country’s estimated 12 million illegal immigrants.
Gutierrez, one of 87 House Democrats sponsoring the 700-page bill, said it was based on months of discussions with community organizations, unions and other groups around the country in hopes of gaining enough momentum to get reforms passed.
