Parole Status for CNMI

On December 2, 2009, David Gulick, District Director of USCIS, announced that henceforth the USCIS would on a case-by-case basis grant two-year parole status to four groups of individuals in the CNMI.

The four groups are (1) CNMI permanent residents, (2) immediate relatives of CNMI permanent residents, (3) spouses and children of deceased CNMI permanent residents, and (4) immediate relatives of citizens of Freely Associated States (the later being citizens of Palau, Marshall Islands, and the Federated States of Micronesia, including Yap, Chuuk, Kosrae and Pohnpei).

However, these four groups do not include others, particularly the many nonresident workers in the CNMI who have been asking for a more permanent immigration status now that US law is being applied in Saipan. Accordingly, their status is still unclear.

There will be no filing fee to apply for this parole, but if work authorization or travel outside the US or Guam are to be requested then filing fees for those applications will have to be paid. An applicant must make an appointment online (www.uscis.gov) to file for parole at the USCIS Application Support Center in Garapan at the TSL Plaza Building.
